ADDENDUM TO THE CIC LIBRARIES' STRATEGIC PLAN
Strategic Priorities - Calendar Year 1997
DRAMATICALLY IMPROVE INTER-UNIVERSITY CIRCULATION AND DOCUMENT DELIVERY SERVICE
WITHIN THE CIC.
Improve lending and document delivery process and performance across the CIC by
exploring new models for management of ILL services and implementing the following
activities and policies:
- Identify and establish performance standards for lending and document delivery among CIC
members.
- Move from 11.5 days to 5 days (or less) from time of patron initiation to time of
availability to patron.
- Explore options for "desktop" delivery of information to the end user.
- Implement the "net lender" reimbursement policy on July 1, 1997 if warranted.
- Establish uniform 4 week loan period for all CIC libraries.
- Revise CIC Resource Sharing Plan, as appropriate, to reflect new policies and
standards.
PROVIDE CONTINUED SUPPORT. The following are considered dynamic activities that
will not necessarily see completion in 1997, but will realize substantive progress towards
established/emerging plans in these areas:
- Under the direction of the Automation Directors and the Public Service Directors,
continue development and refinement of the VEL infrastructure, including enhancements and
refinement to the patron interface, retrieval of information from the systems, and
substantive progress towards the "Phase II" lending and document delivery
management system.
- Under the direction of the Task Force on the CIC Electronic Collection, the Collection
Development Officers and the Electronic Resource Officers, continue the aggressive
acquisition of electronic information resources in support of the CIC VEL; support ongoing
investigations into the feasibility of providing networked access to federal government
information and to GIS; make substantive progress towards the development of a CIC
Electronic Reference Service; and expand the CIC EJC.
- Under the direction of the Collection Development Officers and the Automation Directors,
develop and employ a method of analyzing monograph and serial collections.
- Under the direction of the Technical Services Directors, continue to work towards
complete retrospective conversion of CIC library bibliographic records; and expand
collaborative cataloging efforts in support of cooperative acquisitions.
- Under the direction of the Preservation Officers and the Task Force on Preservation and
Digital Technology, pursue coordinated preservation endeavors, including microfilming,
preservation using digital technology, and the preservation of electronic information
resources.
